Charging only?

Just bought a Nexus 9 from eBay which was told to be in fully working order.... Unfortunately it won't power on, but the charging screen comes on when plugged in..... As a newbie, can I assume that the kernel is working and that this is a software issue? What can I do to get it back up and running? Is it possible? Many thanks :)
