Can't renice.

i can't renice for some reason. well not correctly.
if i try to use renice(toolbox) and change the scheduler i get an error.

if i use this command on any other android it works just fine, but not here.

renice -r 99 <pid>

when i try to change the scheduler i get this error when i use the aforementioned command.

sched_set_scheduler: operation not permitted

anyone have any clue why i'm getting this error, and how do i fix it??

i can perform the command on anything that is a "root" process, but i can't execute the app on anything that's not executed by "root."

ie. i can change the scheduler for debuggerd, but i can't change it for firefox. i can change it for daemons logged in as root, but i can't do it for apps executed from the desktop. i can't figure this out, and i've been at it for over a month. i figured a temp fix where i was changing renice ownership.group to root.root, and toolbox to root.shell, but it wouldn't always work, and lately it doesn't work at all. i have no idea what's wrong here, or how to fix these permissions. any help would be appreciated. 8(
